Mel is an entrepreneur, strategist, marketer, team builder, consultant, and hands-on problem solver.
Mel’s specialty is working with local and regional governments to regulate and manage telecommunications technology advancement in their jurisdictions.
A driven motivator and collaborator, Mel has managed the start-up, marketing, and operations of companies that successfully maintained a level playing field between local governments and high-tech businesses that provide wireless communications services to the public.
Mel pioneered guiding jurisdictions through the regulatory compliance, permitting, and verification of wireless technologies using on-line technology. As someone who positions himself at the forefront of the telecommunications industry, all of Mel’s ventures have promoted his customers’ abilities to succeed in an ever-changing, complex environment.
Throughout his 48-year career, Mel has maintained the highest service, profitability, and loyalty among his many corporate and government clients.
Mel served as president of the Alabama Telecommunications Management and the Southeastern Telecommunications Associations. He is a winner of the Golden Quill Award from the International Communications Association.
Mel graduated Cum Laude from Samford University with a Bachelor of Science in Business Information Systems.

A veteran of 49 years in business, Bud owns a group of companies serving independent telecommunications and carrier companies as well as over 200 consumer and B2B businesses.
With special capabilities for leading new ventures, Bud’s companies provide managerial, branding, research, marketing, and support services for businesses nationwide. Known for expertise in start-ups, Bud’s group is often called on when entrepreneurs and equity investors launch new ventures or expand into new markets.
Bud also serves on the board of his local economic development corporation, as well as on a board of business leaders who have championed over $500 million in local redevelopment.
Dean Williamson
Chief Training and Technology Officer
A 30-year veteran of the U.S. Air Force, Dean is a talented leader in the communications field with a reputation for integrity and ability to successfully influence results.
He brings first-rate personal, analytical and government relations skills combined with an exceptional ability to effectively manage multiple large-scale projects, tasks, and priorities to successful completion.
His proven record of leadership and inter-agency coordination, along with a diverse professional background sets an excellent foundation for the continued success for WTS and its customers.
Brock Panos

During his time at University of Montana, Brock found himself with a greater need and duty to serve his country. Brock joined the Marine Corps where he was Medically Retired 4 years later as a Corporal.
Brock is a talented leader in the government field with a reputation for integrity, consultative problem solving, and clear concise transparent communication throughout partnerships.
He brings unwavering analytic and government relations skills united with unprecedented dexterity to efficiently manage large scale projects, tasks, and clientele to fruition.
Brock has a proven record of leadership, strategic planning, along with an innate ability to create value and maximize measurable results.
Murray McBride, P.E.
Consulting Structural Engineer – Murray Engineering, LLC
Murray is a civil and structural engineer with over forty years of experience working on public and private infrastructure projects.
Established in October 2009, McBride Engineering, LLC is an engineering firm that provides civil and structural design and construction engineering services to Wireless Tower Solutions and other public and private clients.
Murray has a bachelor’s degree in civil engineering and is a registered civil/structural professional engineer in Colorado. His experience includes design analyses, preparing construction plans and specifications, and performing construction engineering services. Murray has built a robust and trusting relationship with numerous local governments.

David Stephen Zelenok, PE
Consulting RF Engineer – ZK Engineers
Dave has extensive experience working with local governments on telecommunications and innovative city initiatives. With a master’s degree in engineering and over 25 years serving in municipal leadership roles like City Engineer, Public Works Director, and Chief Innovation Officer, he has advised numerous cities and counties on deploying small cells, fiber optic broadband networks, and converting streetlights into revenue sources.
Dave’s RF experience is particularly strong in the realm of small-cell deployments. In just the past few years, he has worked on small-cell initiatives for over 30 municipalities across multiple states and local governments. His expertise spans technical planning, regulatory compliance with Non-Ionizing Electromagnetic Radiation (NIER) requirements, integrating small cells with municipal fiber and smart city operations, and developing sustainable revenue models. His work has led to significant improvements in network coverage and capacity, enhancing the digital connectivity of these communities.
In addition to telecommunications consulting, Dave frequently speaks and writes on innovative city technologies, 5G, broadband infrastructure, and public-private partnership models. Dave’s public sector background extends beyond municipal engineering to roles like Interim City Manager, overseeing major transportation assets like Colorado’s longest toll road and the Colorado Springs Airport during a period of rapid growth.
